Hebe cockayneana is a slow-growing erect but bushy, rounded habit, eventually growing to 1m tall though rarely above 60cm in cultivation. Leaf buds have narrow sinuses. The leaves are green above, glaucous beneath, they are elliptic-oblong, 1-1.7cm long. In summer it has white flowers on 2.5cm long racemes.
It is endemic to the mountains of Fiordland, in subalpine scrub and grassland. It has been found on Mt Earnslaw, Earnslaw Burn, below the glacier.
