Hebe decumbens is a low-growing, open, evergreen shrub, growing to about 20 cm high. The leaves are a somewhat glossy green, and red-edged, about 20 mm long; the branches are almost red/black. The flowers are white, in dense bunches early summer. 
This hebe is found in alpine and subalpine areas in the drier mountains of Marlborough and adjacent parts of Canterbury and Nelson, South Island, New Zealand.
